  • Eligibility Criteria: Capitol Hill Community Services serves the homeless and poor in Central and NE Denver.
  • Application/Intake Process: Clients can walk-in for services at these locations during their meal times. Utility Assistance:

Integrated Family Community Services

  • Utility assistance for residents of western Arapahoe County, southwest Denver, and northern Douglas County, when funding is available.  
  • Also offers food assistance to low-income clients

Low-Income Energy Assistance Program (LEAP) 

  • Partial payment of winter home heating costs from November 1 – April 30.

  • Other ways to apply: download application from LEAP website and mail to your county’s mailing address (follow link on website); or call 1-866-HEAT-HELP (1-866432-8435) to request an application mailed to you, or to apply by phone.

Energy Outreach Colorado

  • Payment assistance for past-due energy bills for low-income Colorado households.
  • Emergency repair or replacement of heating system, energy efficient upgrades, weatherization, energy education.
  • Must have applied for LEAP during LEAP season (November 1 – April 30).

Salvation Army Centennial Corps

  • Services may include home energy audit; insulation; furnace and water heater safety testing; furnace replacement if eligible, and more.
