Housing Repair Resources:

Single Family Housing Repair Loans & Grants in Colorado

Also known as the Section 504 Home Repair program, this program provides loans to very-low-income homeowners to repair, improve or modernize their homes or grants to elderly very-low-income homeowners to remove health and safety hazards.

Eligibility Criteria: To qualify, you must:

  • Be the homeowner and occupy the house
  • Be unable to obtain affordable credit elsewhere
  • Have a household income that does not exceed the very low limit by county
  • For grants, be age 62 or older

Application/Intake Process: Applications for this program are accepted through your local RD office year round

Wait time: Approval times depend on funding availability in your area. Talk to a USDA home loan specialist in your area for help with the application



Emergency Home Repair (EHR) - Denver Urban Renewal Authority 

The Emergency Home Repair (EHR) program is designed to address problems that pose an immediate danger to the health and safety of low-income Denver homeowners. Services include: Financial assistance with home repair & maintenance.

Renter/Homeowner Access Modification Program (RHAMP) - Denver Urban Renewal Authority

The only program offered to both renters and homeowners, this program grants up to $10,000 to assist Denver residents with qualifying disabilities to make accessibility modifications in and around their home.

Eligibility Criteria: To qualify for the RHAMP program, you must be a Denver resident, own (or rent) and live in your home, have a household income at or below the thresholds listed in the tables below, and have a qualifying disability.

UPDATE: They are not currently taking applications for the SFR or RHAMP program at this time. RHAMP Applications will re-open summer of 2024. Updates on our SFR program availability will be posted when available.

Additional Information: For renters: Renters must have a 12-month lease with their landlord in order to participate in RHAMP.  These grants will only be offered with a waiver from the property owner agreeing not to increase the grantee’s rent solely based on the improvements to the units (pertains to rental grantees only).  All modifications to the landlord/homeowners property shall remain with the property when the grantee moves out.



Home Repair Program - Habitat for Humanity of Metro Denver

Habitat Metro Denver offers external home repair in Metro Denver neighborhoods. These home repair projects can include a new roof, new siding and paint, porch repairs and energy efficiency projects such as new doors and windows. Partnering homeowners only pay about 5 to 10% of the cost of the repairs. Habitat Metro Denver also offers an aging-in-place program where we partner with homeowners aged 65+ on interior home modifications, like safety bars, improved lighting and floor repairs.

Eligibility Criteria:

  • Own and live in their home in the city and county of Denver as highlighted in the map below. Note that mobile homes do not qualify for this program.
  • Be current with their mortgage payments and property taxes. Note that reverse mortgages do not qualify for this program.
  • Be able to pay a portion of repair costs and earn income that stays within our income guidelines (shown below).
  • Have owned and lived in their home for at least the last two years.
  • Have an adequate homeowner insurance policy.
  • Demonstrate a need for housing repairs by showing that the current home is in poor condition, is not energy efficient, is unsafe, or does not meet city code.

  1. Meet eligibility criteria
  2. Complete this form to start the Home Repair application process.
  3. Apply: Those who submit eligibility questionnaires that meet our program criteria will receive an invitation to apply. This application must be completed, printed and mailed to the address provided.
  4. Complete your required “sweat equity” hours, which include volunteer shifts on Habitat construction sites and at Habitat’s ReStores.


Chore Services - Denver Metro Area - Seniors' Resource Center

The Chore Services Program offers a no-cost deep cleaning service to help seniors maintain their home and yard and is available to anyone 60 years and older, living in Adams, Clear Creek, Denver, Gilpin and Jefferson counties, as well as the city of Broomfield.

Eligibility Criteria: Seniors Resource Center offers chores and minor home upkeep services to people ages 60+ in the following counties: Adams, Arapahoe, Broomfield, Denver Douglas, Jefferson. These services are available at no cost up to 3 times per year.

Home Modification & Repair - Brothers Redevelopment, Inc.

Brothers Redevelopment provides a wide variety of repairs and modifications that enable residents with disabilities or physical limitations to avoid injury and enjoy increased mobility.

Repairs and modifications provided include: Home accessibility repairs, Home exterior repairs, Home interior repairs

Because we strive to help our disabled and elderly clients maintain their homes and enable them to age in place despite any physical and financial limitations, the repairs are generally completed at no cost to them or at a significantly discounted cost. Please contact us for more information and to apply for this program.

Colorado’s Affordable Residential Energy (CARE) Program

Colorado’s Affordable Residential Energy (CARE) program provides income-qualified Coloradans in participating counties with free home energy efficiency upgrades.

  • You live in a participating county
  • Your household is income-qualified
  • And you are a customer of any of the following utilities:
    • Atmos Energy Black Hills Gas
    • City of Gunnison Electric
    • Colorado Natural Gas
    • Gunnison County Electric Association
    • Holy Cross Energy
    • La Plata Electric Association
    • Mountain Parks Electric
    • Platte Valley Power Authority
    • Fort Collins, Loveland, Longmont or Estes Park
    • San Miguel Power Association
    • Xcel Energy
    • Yampa Valley Electric Association
    • You are automatically eligible for CARE if you or your family participates in any of these State Benefit Programs:
    • SNAP, TANF, WIC, Section 8, LEAP (Utility Bill Assistance), Old Age Pension (OAP), Aid to the Blind (AB), or Aid to the Needy Disabled (AND). 

Application/Intake Process: If you are eligible, CARE will connect with a local agency to do a home energy audit, and a selected contractor will install qualifying upgrades to your home. These upgrades may include insulation, refrigerators, LEDs, shower heads, air sealing, and qualifying furnaces and water heaters. Call to get started.



Home Repair Assistance - Be The Gift

We are currently serving single moms in the Northern Colorado and Greater Denver area with home repair projects to provide a safer, healthier and more functioning home in which to raise their children.

Home Fire Preparedness - Sound the Alarm - The American Red Cross - Colorado

The American Red Cross Home Fire Campaign helps save lives by installing free smoke alarms in homes that don't have them, and by educating people about home fire safety.

Property Tax-Aide - PTC Rebate - AARP Foundation - Colorado

AARP Foundation Property Tax-Aide is a free program that helps eligible homeowners and renters, in select states, apply for property tax relief.

You may be eligible if you:

  • Resided in Colorado the entire year
  • Are lawfully present in the United States. Persons who are 18 years of age or older and are applying for a public benefit such as PTC must prove lawful presence in the United States
  • Are a single person with total income of less than $16,925 or a married couple with total combined income of less than $22,858
  • At least 65 years old or a surviving spouse at least 58 years old
  • Were disabled for all of 2022, regardless of age, and received benefits for the full year
  • Are not claimed as a dependent on any other person's federal income tax return

The Handyman Program - Denver Metro - Volunteers of America Colorado

The Safety of Seniors Handyman Program provides the services necessary to enhance the quality of life for limited-income senior homeowners age 60 and older residing in Adams, Arapahoe, Denver, Jefferson, Clear Creek and Gilpin counties. This program provides simple safety repairs and minor home maintenance for limited-income seniors and disabled adults who reside in Larimer County

Home Builders Foundation of Metro Denver

The Home Builders Foundation (HBF) of Metro Denver provides home modifications for individuals with disabilities and financial need in the Denver community. It is important to note that the HBF does not do general maintenance and repairs. The HBF solely focuses on accessible modifications for the home such as wheelchair ramps, grab bars, hard flooring, stair lifts, vertical platform lifts, handrails, and accessible bathroom modifications.

Water Assistance Program - Brighton Colorado

Eligibility Criteria:

- Must be a Brighton residential water customer.

- Must be a U.S. Citizen or legally residing in the U.S.

- May not have a tampering charge in the last 12 months.

- Must demonstrate financial need.

- Must be a resident of Brighton.​

Customers can apply for the program multiple times per year. The maximum total credit per calendar year is $500. Approved credits will be applied directly to the customer's utility billing account and in no event will the credit create a negative account balance or be paid or refunded to the customer. Water assistance is dependent on available funding.​



Housing Improvement Program (HIP) - U.S. Department of the Interior Indian Affairs

The Housing Improvement Program (HIP) is a home repair, renovation, replacement and new housing grant program administered by the Bureau of Indian Affairs (BIA) and federally-recognized Indian tribes for American Indians and Alaska Native (AI/AN) individuals.

Eligibility Criteria:

  • You must be a member of a federally recognized American Indian tribe or be an Alaska Native.
  • Must live in an approved tribal service area.
  • Must have present housing that is substandard, as defined by the regulations.
  • Must have no other resource for housing assistance.
  • Must have not acquired your present housing through a federally sponsored housing program that includes such housing assistance.
  • Must meet income guidelines.

Emergency Repairs and Essential Services Program (ERESP) - Pueblo County

If you are without heat, two Emergency Repair programs are available to qualified homeowners.  CIP may be available to LEAP eligible households.  ERESP may be available to homeowners who are 60 years old or older.

Home Ownership Assistance:

Housing Counseling - Brothers Redevelopment Inc

Brothers Redevelopment offers housing counseling and education classes for free to those in the process of buying a home. Upon completion of one-on-one counseling, or a workshop, participants are more informed about home-buying and homeownership responsibilities, and they will obtain an official Certificate of Homebuyer Education to present to their lenders after a required follow-up call with a counselor.

Homeownership Program - Denver Housing Authority

Home-ownership provides educational and financial benefits to its participants. This program is designed to educate individuals on how they can become "loan ready"

Veterans Affairs Housing Assistance - U.S. Department of Veterans Affairs

U.S. Department of Veterans Affairs offers VA housing assistance that can help Veterans, service members, and their surviving spouses to buy a home or refinance a loan. They also offer benefits and services to help build, improve, or keep your current home.

Permanent Homes for Veterans (PHV) - Operation Homefront

Permanent Homes for Veterans provides veterans with the opportunity to move into an Operation Homefront (OH) home and work directly with OH caseworkers and other financial counselors to learn and plan for home ownership.

Services Provided: Home buying assistance for veterans/VA family

Eligibility Criteria: Honorably discharged veterans, retirees or Reservists and National Guard that are currently serving can apply for a home through the Permanent Homes for Veterans program. All veterans that served honorably are eligible to apply, no matter what era they served (Vietnam, Korea, Desert Storm, Desert Shield, OEF, OIF).


Veterans do not have to be injured or have a deployment to apply. Surviving spouses of service members killed in combat or while deployed in the combat theater of operations and are not remarried or engaged to be married may also apply.

Wait time: For the veteran housing application, please allow 10-12 weeks for applications to be processed. During that time, applicants may be contacted if documents or additional information is needed to complete the application. Viable applicants will be presented to the selection committee. Once presented, please allow one to four weeks for a decision. After a decision has been made, only the veteran matched will be contacted.




Foreclosure Prevention:

Foreclosure assistance - Community Economic Defense Project (CEDP)

CEDP provides financial assistance (EMAP) for households at risk of foreclosure or in the midst of a foreclosure.

Eligibility Criteria: You are:

  • A homeowner and you live in the home I am applying for
  • You experienced a decrease in income due to a Covid -19 Impact
  • You meet the income AMI criteria to be eligible (under 150% AMI)
  • At the time of purchasing/refinancing my home, the loan was not a jumbo-loan (outside of the conforming loan limits for a 1-4 unit household per county).

Application/Intake Process: Fill out this Foreclosure Intake Form if you are a homeowner who is at risk of foreclosure and meet eligibility requirements (these requirements are listed in the form).



COVID-19 Mortgage Forbearance - Fannie Mae

Fannie Mae is offering Mortgage Forbearance to homeowners experiencing financial hardship directly or indirectly related to Coronavirus (COVID-19) who have mortgages owned by Fannie Mae.


This program provides:

  • Forbearance for up to 12 months
  • Foreclosure sales and evictions of borrowers are suspended for 60 days
  • Suspending reporting to credit bureaus of past due payments of borrowers who are in a forbearance plan as a result of hardships attributable to this national emergency
  • Offering loan modification options to provide mortgage payment relief or keep those payments the same after the forbearance period

Eligibility Criteria: Homeowners experiencing financial hardship directly or indirectly related to Coronavirus (COVID-19) who have mortgages owned by Fannie Mae.

Foreclosure Financial Assistance Program

The Foreclosure Financial Assistance Program assists households at or below 80% Area Median Income with past-due mortgage costs and/or HOA fees, fines, and liens. Eligible households may receive up to $20,000 in assistance per household.

  • Household income must be at or below 80% of the Area Median Income (AMI)
  • Household must be experiencing a financial hardship or other housing crisis
  • The residence for which assistance is being requested must be the applicant’s primary residence and located in both the City AND County of Denver

Emergency Assistance - Catholic Charities Archdiocese of Denver - Denver Metro Area 

Catholic Charities Archdiocese of Denver provides one-time assistance to families and individuals who can prove they're in a state of emergency. This program provides:

Colorado Emergency Mortgage Assistance Program (EMAP)
The Emergency Mortgage Assistance Program uses federal Homeowner Assistance Funds to help homeowners affected by the COVID-19 pandemic, get caught up on past-due housing/mobile home payments, property taxes, lot rent, insurance and housing utilities.

Eligibility Criteria:
- Households must be under 80% AMI
- This may be layered with EMAP for those cases that exceed the state limit
- Funding available up to $20,000 for delinquent HOA and mortgage assistance
- No COVID-19 related hardship required
- Jumbo loan is not part of eligibility
- Live within the City and County of Denver
- Their home is their primary residence
- Qualified homeowners must not have cash or assets on hand that is equal to or greater than the relief funds being requested (excluding any funds in a retirement account)

Mortgage Assistance Program (MAP)

Eligibility Criteria:
- No income or geographical limits, however must be able to show sustainability after receiving assistance based on income (for example, amount of income will be considered to conclude if applicant will be able to resume payments after the assistance)
- Must go through a HUD approved housing counseling agency, to ensure that budgeting, options and rights are addressed and for the MAP application to be submitted
- Assistance cap is $8,000 to $10,000 for mortgage, HOA and/or property taxes. This amount must bring the client current
- Can be paired with EMAP assistance
- Jumbo loan is not part of eligibility
Additional Information: Hardship must be a one time event, meaning that there hasn't been a history of issues with making the mortgage in the past
- Assistance is a grant. No fee, no interest, no payment, no lien
Wait Time: With receipt of a complete application, a decision will be made within a two week period.
