Electric & Gas Affordability Programs through Xcel - Colorado Low-income Energy Assistance Program (LEAP)

Eligibility Criteria: If your income is up to 60% of the state median income level, you may qualify for heating assistance through LEAP. The state median income level used for the 2023-24 LEAP season was released by the U.S. Department of Health and Human Services in July 2023. The amount of the energy assistance benefit varies depending on a variety of factors, including the primary heating fuel costs and income.
Application/Intake Process: The 2023-24 LEAP season is now open. Applications are accepted until April 30, 2024.

Aurora Water Cares helps families who are past due on their water bills with up to $500 in assistance once per calendar year with a limit of four lifetime awards. Payments are made directly to the utility on the customer's behalf.

Eligibility Criteria: Must be an Aurora resident and Aurora Water customer. Must meet income requirements. Must be past due on your bill due to a medical crisis, job loss or other challenges.
Application/Intake Process: If you need help paying your bill, call Aurora Water Cares to get information about eligibility. Representatives will direct you to local agencies that can help you fill out an application and get bill payment assistance.

Aurora Interfaith Community Services (AICS)
Aurora Interfaith Community Services (AICS) has limited funds to provide Aurora residents with emergency assistance for electrical or water utility bills. The Food Bank is a client-choice food bank for Aurora residents which provides quality food items to hungry individuals and families.

Community Ministry
Community Ministry partners with Xcel energy and Energy Outreach Colorado to assist families in paying utility bills.

Eligibility Criteria: Special programs (such as their Utility Assistance program) are reserved for residents living in the 80204, 80219, 80223, 80236 and 80227 (Denver County) zip codes. Clients living outside these zip codes may be referred to other agencies in their area.

Catholic Charities - Emergency Services - Utility & Water Assistance

Services Provided: Potentially Rental Assistance & Utility Assistance (depending on funding). They also provide services such as: Emergency Shelter, Transitional Housing, Food Security, General Financial Help, Veterans Services, Case Management, and Housing Navigation.
Eligibility Criteria: For their Utility assistance, clients must be able to provide their shut off notice from their water or energy bill, as well as provide their ID, proof of residency where current shut off notice is taking place, and be low-income.
- For their shelters, clients must be "Actively homeless" (following HUD Homeless definition). Most of the downtown Denver locations mainly serve homeless women, children and/or families.
Application/Intake Process:
- Call 303-742-0828 to get in touch with their Utility Assistance coordinator. She requests you don't leave her a voicemail, so if you're not able to get in touch with her, try again by calling later on.
- For the shelter access, participant is advised to call the Colorado Connection Center (*before noon each day*) in order to see which of their shelters the client would be eligible for and which has open bed availability for that night. Samaritan House operates as a single women's shelter and is open every day at 5pm. It's first come (in-person), first served for beds at that location. There is also a family shelter, and families will have to call the connection center to get an idea of the bed availability for them.

Black Hills Energy Assistance Program (BHEAP) - Black Hills Corporation
The Black Hills Energy Assistance Program (BHEAP) provides bill-payment assistance to eligible residential customers who are enrolled in the program. Income-qualified residential customers can receive financial assistance through the Black Hills Energy Assistance Program or BHEAP.

Eligibility Criteria: In order to be accepted into the program, customers must meet certain eligibility requirements:
- Must be a Black Hills Energy electric or gas customer in Colorado.
- Must participate in the Colorado Low Income Home Energy Assistance Program (LEAP) regardless of heating fuel type; or, must have applied to Colorado LEAP with an eligible household income.
- Must have a household income at or below 200% of the Federal Poverty Level.
- Must accept Budget Billing.

- Apply by completing the online application. It is easier and faster to complete applications online if possible.
- For a printed application, pick up one at a local assistance agency listed below or call Customer Service at 888-890-5554.
- You’ll be notified by mail when your application has been processed.
